Customers who exceed their monthly water allotment and incur excessive use penalties while water rationing is in effect are encouraged to attend Water School, which dismisses the penalty.

Otherwise, customers may choose to appeal their excessive use penalties to an independent hearing officer.

To appeal, print and complete this Appeal Form, and return it to Santa Cruz Municipal Utilities, 212 Locust Street, Santa Cruz, CA 95060 before the late date on your utility bill.

You must include a $25 Appeal Filing Fee (check or money order only) made payable to: Santa Cruz Municipal Utilities. Do not send cash.

You will be notified of the hearing date. All hearings are held at the Louden Nelson Community Center, 301 Center Street, Santa Cruz.

You will have the opportunity to present evidence and testimony to the independent hearing officer. All administrative hearings are considered public.

The hearing officer's decision shall be issued in writing within 10 days of the hearing date. The decision of the hearing officer shall be final.
