The following is an outline of the applications available to you to increase your residential water allotment or address an excessive-use penalty. These applications are authorized by Santa Cruz Municipal Code and cannot be altered, expedited, or otherwise deviated from by Water Department staff. If you have exhausted these applications, or feel that these applications do not address your concerns, you may submit your concerns in writing to City Council. City Council sets the ordinances and resolutions which inform the Municipal Code that allows for these—and only these—applications.

Applications to Increase Residential Water Allotments

Application for Additional Allotment for Large Household

o Single-family households of 5 or more permanent residents may apply
o Multi-family households may apply by completing a census of the dwelling units served by the meter
o Customers may appeal the Department’s denial of this application 

Application for an Exception to Stage 3 Water Restrictions

o Customers may apply for an exception to meet health and safety requirements
o Customers may appeal the Department’s denial of this application

Applications to Address Excessive-Use Penalties

Request to Attend Water School Class

o Customer may attend Water School once to dismiss excessive-use penalties 

Appeal of Excessive Use Penalties to an Independent Hearing Officer

o Customer may challenge excessive-use penalties by presenting evidence and testimony to a hearing officer. There is a $25 Appeal Fee.


If you have exceeded your water allotment due to an underground plumbing leak, or for extraordinary water use caused by a failure to maintain plumbing fixtures (e.g. a faulty toilet flap), you may apply for a Water Leak Rebate. Excessive-use penalties due to these circumstances will be reviewed on a case-by-case basis.
