The first step in establishing a Climate Action Plan is to quantify the past and current greenhouse gas (GHG) emissions community-wide across the sectors regulated by the State as specified in the State Scoping Plan.. This information enables us to identify key emissions sectors, prioritize reduction strategies, and set initial reduction levels from which to track program success. Santa Cruz has completed GHG Emissions Inventories in (1996, 2000, 2005, 2008, 2010, 2015, 2019, 2019). The City is committed to produce GHG emissions' inventory at least every 3 years. See the CAP 2030 Appendices doc, pdf page 127 onward for more details on the City's GHG emissions inventories.
