Project Description

On March 4, 2024, the Planning Department received two SB330 Preapplications from applicant Workbench, which includes two alternate mixed-use project designs for the site located at 2020 North Pacific Avenue. An SB330 Preapplication is permitted under Government Code Section 65941.1, a State law that requires that the City review such applications for completeness pursuant to a specific list of requirements. A determination of completeness vests the projects to the City standards in place at the time when the complete Preapplication was submitted. The applicant has requested that the City only review compliance with SB330 criteria, and, therefore, staff will not review the designs for consistency with City design and site development standards as part of the SB330 Preapplication. Once deemed complete, the applicant will have 180 days to submit a formal application for the project. Government Code Section 65941.1 states that the project would lose its vesting rights if the formal application later submitted is revised such that the number of residential units or square footage of development changes by 20% or more.
On September 5, 2024, the Planning Department received two new SB330 Preapplications, one for each of the two alternate project designs, which remain unchanged from the plans previously submitted. The Preapplications were submitted anew in order to provide 180 days for submittal of a formal application pursuant to the provisions of SB330.
Two project concepts have been submitted:
- CP24-0143: This project includes an eight-story mixed-use development encompassing approximately 120,932 square feet, including 174 residential apartment units, 8,184 square feet of commercial tenant space, and 29,884 square feet of on-site parking.
- CP24-0144: This project includes a sixteen-story mixed-use development encompassing approximately 279,480 square feet, including 260 residential apartment units, 11,126 square feet of commercial tenant space, and 29,884 square feet of onsite parking.
Both projects include a merger of two adjacent lots and demolition of the existing commercial buildings and would require the use of Density Bonuses.
A community meeting will be held pursuant to the City’s Community Outreach Policy for Planning Projects to present the project to the community and obtain early community feedback.
