This project is building concrete infill walls where specific portions of West Cliff Drive were impacted during the January 2023 storms. In other areas, large quantities of rip-rap were displaced and new rip-rap will be placed to strengthen the resistance to erosion.
The construction of four infill walls continues with Granite Construction as our contractor. Granite will continue working at 920, 932, and 1016 West Cliff as the walls are being built up to their final elevation:
- 920 West Cliff

- The wall has reached its top elevation.
- Next steps and activities this week include backfilling the back of the wall and placing 8-ton rip rap at the front and sides of the wall.
- Next week, Granite will start forming the curb and gutter in this area
- 932 West Cliff

- The wall is expected to reach its top elevation at the end of this week.
- This week, Granite crews will pour concrete for the last section of the mass concrete wall. This concrete pour will be performed starting at 7 a.m. on Friday.
- Next week, Granite will start forming the curb on which the guardrail will be installed later.
- 1016 West Cliff

- This week, Granite will backfill the adjacent sea cave that collapsed due to the past storm event.
- They will also continue to build formwork for the retaining wall.
- Next week, Granite will continue building formwork and pour the next section of the wall.
- 1030 West Cliff
- The design team is discussing and reviewing possible wall designs for this site.

During construction, expect roadway conditions to change, including temporary detours and full closures.
Depending on weather and site conditions, we anticipate coastline protection to be completed by the end of the year and the roadway between Columbia Street and Woodrow Avenue restored in the beginning of the new year. In order to meet this aggressive timeline, the we have authorized Granite Construction to work extended weekday hours and some nights coinciding with low tides and Saturdays.
The roadway configuration and detours are subject to change due to multiple factors, including roadway conditions or construction activity. Detour signs will be in place.
The rip-rap will be in design through 2023.
